Bug 206972: Axis: Dynamic events "VMD4" shown twice

1. Stop the Management Server service.
2. Run Milestone.Hotfix.201812140757.MS.DBHotfix.12.3a.8589.exe on the Management Server machine as administrator.
3. Run the Milestone Cumulative patch for the Management Server.
4. Start the Management Server service.
5. Perform a 'Replace Hardware' with itself (or delete and re-add the hardware).
6. Check Camera 'Event' tab - confirm that events are present, add them if they are missing.
7. Check in the rule that now the event that is used as trigger is not shown twice anymore.
